In practice this means a water benefit claim is only as strong as the measurement beneath it, and that measurement is currently the least examined part of the chain. A claim built on estimated returns and monthly meter reads satisfies the arithmetic while failing the intent.

The consequence for anyone assessing a claim is to ask two questions rather than one: does the accounting follow the method, and were the volumes measured in a way that a third party could reproduce.
